Programming and managing EU funding

The purpose of this work is to disseminate and support a culture of management with regard to EU funds as sources of financing to achieve economic, social and environmental development goals.

EU funding serves to achieve economic, social and environmental development goals; managing these financial resources requires a specific managerial culture and sensitivity. To address this, the book proposes tools that ensure integrated, strategic programming of the funds in question. One is the financeability matrix, to move beyond a contingency-based approach to Community funds, and to favor utilization integrated with other financing sources. Another tool is a good project proposal which, from a project management perspective, makes it possible to organize activities for financing requests and craft the “spirit” of intervention of the project in a consistent and effective way. This work also offers an updated roadmap for European funds and financing programs, and related deployment tools, focusing on cohesion policies as well as the Horizon Europe program. Other topics include strategic programming for funds, building good project proposals, effective and efficient project management, financial management (reporting) and administrative management. A final note discusses the PNRR (National Recovery and Resilience Plan). Thanks to its practical approach, this book is a reference manual for authorities responsible for programming and deploying funds, for intermediaries and professional organizations, and for final beneficiaries (public bodies, companies, and third-sector associations and organizations).
