Educating a strategic figure such as the General Project Manager/Unique Project Manager for the future of public infrastructure

Public management

Basic training course for the qualification of contracting authorities

Public works and infrastructure projects increasingly require professionals who can integrate technical, managerial, and strategic capabilities to lead complex projects successfully. The evolution of the Italian Public Contracts Code, the qualification of contracting authorities, the growing adoption of Building Information Modeling (BIM), and the digital transformation of public procurement are reshaping the role of the Project Manager and the Contracting Authority Project Manager (RUP), who is now expected to coordinate the entire project lifecycle while engaging with a wide range of stakeholders.

This program equips participants with practical tools and managerial methodologies to plan, design, procure, deliver, and manage public works projects, developing capabilities that can be immediately applied in professional practice.

Specifically, this program will enable you to:

  • Manage the entire lifecycle of public works and infrastructure projects, from strategic planning through project delivery and operations, with an integrated understanding of the Project Manager/RUP role.
  • Apply Project Management methodologies and tools to plan activities, coordinate multidisciplinary teams, and monitor schedules, costs, risks, and project performance.
  • Manage public procurement, concessions, Public-Private Partnerships (PPPs), and Project Finance initiatives, understanding their organizational, contractual, and financial implications.
  • Integrate Building Information Modeling (BIM), digital technologies, and information systems into the management of public works projects, leveraging their potential to improve efficiency and strengthen the capabilities of contracting authorities.
  • Assess the technical, organizational, and financial feasibility of infrastructure projects while addressing the complexity of strategic decision-making.
  • Develop the capabilities needed to evolve from the role of Contracting Authority Project Manager (RUP) to that of Project Manager within public sector organizations and infrastructure-related organizations.

The program is part of the Government Academy’s "Public Works and Infrastructure Implementation Process Management (GePROPI) Pathway" area of expertise.
