Educating a strategic figure such as the General Project Manager/Unique Project Manager for the future of public infrastructure
Basic training course for the qualification of contracting authorities
During 2025, Italian Legislative Decree 36/2023 and the corrective to the Code, effective from 2025, are combined. In Legislative Decree Annex 1.2 Article 4(4) states:
In procedures for the awarding of particularly complex works (but also services and supplies), the Sole Person Responsible for the Procedure (^RUP) must have, in addition to at least five years' professional experience in the field of planning, design, awarding or execution of contracts and works concessions, a master's or specialist degree in the subjects covered by the intervention to be entrusted as well as adequate competence as a project manager, also acquired through attendance, with profit, of training courses on the subject of the applied P.M. The course is an evolved application of this regulatory indication.
For technical figures and expressly for those of the SOS (Stable Organizational Structures: technical, tenders, purchase of goods and services) and more specifically for the RUP, and contiguous figures, it is mandatory, according to Italian Legislative Decree 36/2024 Art. 45, to assign a portion of labor and procurement resources to training.
The Project Manager/Sole Person Responsible for the Procedure (Unic Project Manager) is a crucial figure introduced progressively, but which finds from January 1, 2025 a very important application that comes to mandatory maturity due to BIM, new skills within the qualified contracting station, Project Financing and PEF (Economic and Financial Plan), and mandatory training, all of which can be traced back to the mandatory knowledge of the Project Manager/RUP of infrastructure (and procurement). The reference to the Infrastructure Project Manager was present in the ANAC Guidelines, now it takes on an even greater role within the Code. It is not an appointment, but a skill that is acquired through training and knowledge of tools and instruments and their use and implementation. In 2025 without the presence of a project manager inside SOSs (Stable Organizational Structures of technical services, tenders and procurement), there cannot even be an adequate contracting station deemed to be of a high standard. The P.M.'s role stands out as the main one in contracting/procurement, which is also essential to avoid inefficiencies that could jeopardize project completion.
The program aims to provide skills and methodological tools suitable to be able to strategically perform the function of project manager or evolve the RUP in public works. But also in complex procurements (different types of infrastructure and services) or mixed or Long Term Contracts (PPP-Concessions). There is also a special investment in skills directed at the increasingly important front of digitization. The course provides the project manager/RUP with the necessary skills to follow all project phases, regardless of the type of contract entered into with partners, be it Contract or Long Term Contract.
The new thrusts of the Contract Code and especially of the corrective to the Code (2025), for the purposes of the qualified contracting station, enhances the training of the Project Manager as a crucial element for the proper management of procedures and the assembly of interventions, promoting the convergence between RUPs and Project Managers in complex contexts.
Those who participate learn how to translate acquired knowledge into infrastructure assembly skills, use globally recognized tools as a language to match projects, integrate interdisciplinary project management knowledge, verify technical and economic/financial feasibility of project strategies, monitor strategy implementation, gain systematic knowledge on WBS, PBS, OBS, Responsibility Matrix, Risk management and other project manager tools, and dialog authoritatively with business and public stakeholders.
The course allows you to evolve from RUP to Project Manager, and become an essential figure as established for qualified contracting stations, with an integrated approach to public infrastructure and complex projects.
Through training, the Project Manager earns a significant score for the contracting station (11 points), which is higher in quantity than the number of graduates (Master's degree) present (10 points) and also higher than the number of 1st level graduates (8 points); equal to the number of professional employees registered with the professional register (11 points) and the number of employees with the 1st level Master's degree (11 points).
In addition, as of January 1, 2025, training/refresher training for a number of hours (6, 10, 14) is mandatory for BIM (treated as one of the pillars of the course); or with respect to complex topics attributable to topics included in this course (see Annex II 4 of Italian Legislative Decree 36/2023 corrected and supplemented by Legislative Decree 209/2024 effective January 1, 2025).
