Specialized training course useful for qualification of contracting stations
GePROPI Net, “Public Works and Infrastructure Process Management,” serves as a point of convergence and a reference hub for public administrations seeking to innovate their processes in the delivery of public initiatives related to works, services, and supplies.
The offering for participating organizations and individuals includes a broad range of experiences: from specialized training to advisory support on complex building and infrastructure initiatives, direct interventions, and advanced topics such as long-term contracts, PPPs and project finance, the application of project management techniques, digitalization, and the design and implementation of BIM.

SNA Accreditation
An application for accreditation of training activities in the field of public procurement has been submitted to the National School of Administration (SNA), in accordance with Presidential Decree No. 22 issued on February 13, 2024.
The GePROPI Net offers:
4 days of SPECIFIC TRAINING
designed to strengthen the application of quality (and expertise) in the areas of infrastructure, public works, PPP/project finance, assets and procurement
2 days of JOINT THEMATIC SESSIONS
Designed to strengthen the application of quality (and expertise) in the areas of infrastructure, public works, PPP/project finance, assets and procurement.
2 days of COACHING (individual support)
On ongoing or start-up projects in public bodies, focusing on issues such as public works, infrastructure, asset management and complex contract-tenders such as PPP and Project Finance.
GePROPI CLUSTERS
Based on the participants' work field, it will be possible to create customized clusters.
In these clusters, participants will have the opportunity to share experiences through joint meetings organized in DISCUSSION TABLES.
GePROPI Net meetings
Who should apply
GePROPI Net is designed for professionals from across the public sector—including local authorities, healthcare organizations, universities, and other contracting authorities—as well as for private operators involved in the delivery of works and infrastructure projects.
Specifically, it targets:
- Senior public executives, middle managers, and public officials
- Project Owners’ Representatives (RUP) and RASA officers
- Public and private project managers engaged in works and service contracts
- Special purpose vehicles operating within PPPs, concessions, and long-term contractual arrangements
- Advisors to public administrations and private operators
- Past, current, and prospective participants in the GePROPI program
Each participating institution or economic operator may involve a variable number of collaborators, depending on the chosen program:

Participation in GePROPI Net may be financed through dedicated funds provided for under the Italian Public Contracts Code (Legislative Decree 36/2023) to support individual projects. These are mandatory allocations (see Art. 45, para. 2, Legislative Decree 36/2023) to be included in the financial framework of each public work or infrastructure project (cf. Art. 45, paras. 5 and 7, letters a) and b); beneficiaries: Annex I.10; budget line item: Annex I.7, Art. 5, para. 1, point 10). If not utilized, such funds may be forfeited.
Moreover, Legislative Decree 36/2023 establishes continuous professional development as both mandatory and strongly encouraged for the Project Owner’s Representative (RUP) and the Project Manager–RUP (Art. 15, paras. 5 and 7; Art. 63, para. 7; Annex I.2, Art. 4, paras. 1 and 4). These funds, therefore, are not managed by the organization’s central training function; rather, they are—or could be—allocated within the financial framework of each individual public project.
The Topics
The topics of the training days and discussion tables will be shared with the people and entities that will attend the course. The topics will include:
Application of project management techniques and tools to public and private contracts.
Structuring and management of long-term contracts (LTCs), as well as PPPs and project finance within a medium- to long-term perspective.
Assessment and structuring of PPP/project finance initiatives, broken down into their key underlying components.
Managing PPP/project finance, with particular focus on pre-emption rights and the initial contractor selection phase.
Digitization and effective application of BIM methodology.
