MIHMEP Class - From Efficiency to Affordability of Healthcare Technologies: Introduction to Budget Impact Analysis
Budget Impact Analysis (BIA) is an essential part of a comprehensive economic assessment of a health care technology and is increasingly required, along with cost-effectiveness analysis (CEA), prior to formulary approval or reimbursement. The purpose of a BIA is to estimate the financial consequences of adoption and diffusion of a new health care intervention within a specific health care setting or system context given inevitable resource constraints. BIA is complementary to cost-effectiveness analysis (CEA), not as a variant or replacement. BIA directly addresses the question of affordability while CEA focuses on efficiency. In this Mihmep class we will discuss the basic features of BIA and its similarities and differences with CEA. The two types of analysis share many of the data and methodological requirements, but there are important differences in how these data and methods are incorporated into the models because of their different intended use.
