The Context
The course aims to provide an integrated view of the digital transformation of Public Administration, emphasising the role of Artificial Intelligence as a lever for innovation, cybersecurity and citizen-oriented service delivery. Particular attention is devoted to systemic risk management in PA as a strategic governance function to ensure sustainability, resilience and accountability in the adoption of digital technologies.
Objectives
The digital transformation of public administration in Italy lags behind most European countries. The Recovery and Resilience Plan represented a unique opportunity to bridge this gap, but the path is not immediate: it requires a clear strategy, the acquisition of appropriate skills and the design of digital services designed according to stakeholder needs. The pandemic has sped up this process, showing how digital interaction with the PA can offer faster and more effective responses, strengthening citizens' awareness of the value of digitised, accessible public services. In this scenario, the aim of the course is twofold: on the one hand, to frame digital innovation starting from the real needs of Public Administration stakeholders; on the other hand, for participants to develop the ability to understand and use Artificial Intelligence as a risk management tool in public organisations, with a specific focus on cyber risk. The course also offers a specific focus on risk management, which showcases the governance of risks generated by digital transformation and enables identification of emerging trends, future scenarios and new forms of vulnerability. In this perspective, risk management is not conceived as a purely defensive function, but as a strategic lever of governance and innovation.
The specific training objectives of the programme are:
- to understand the context of digital transformation in Public Administration, analysing the main trends, stakeholder needs and the role of digital services as a lever for innovation.
- to acquire the fundamental concepts of Artificial Intelligence and its applications in public organisations.
- to identify organisational levers to enable digital transformation and understand its impact through national and international experiences.
- to recognise the role of leadership and organisational culture in risk prevention and management as enablers for organisational resilience.
Programme Contents
The programme consists of five days comprising a total of 40 hours of lessons. During the course, topics will be addressed that integrate theoretical knowledge and operational tools for risk management in public organisations, with a focus on cyber risk and the role that artificial intelligence systems can be both a resource and a possible source of vulnerability.
