Public Administration is facing a transformation that involves people, skills and organisational models. Technological innovation, generational renewal and leadership development are now part of the same challenge, one that directly affects the quality of institutions and a country’s ability to grow. In this context, leading change becomes a key driver of competitiveness and development.

The fourth edition of Leaders Talk, the series of private conversations promoted by SDA Bocconi Roma, featured Paolo Zangrillo, Minister for Public Administration, and Giovanni Valotti, Full Professor, Public Management, SDA Bocconi School of Management, moderated by journalist Francesca Todini.

The discussion highlighted the need to move beyond outdated perceptions and stereotypes that no longer reflect the reality of Public Administration. According to Zangrillo, the Italian public sector is rich in valuable expertise and professional talent, yet it still bears the consequences of a long period marked by hiring freezes and an ageing workforce. This has slowed generational renewal and made it more difficult to address the challenges brought by innovation.

 

The transformation of Public Administration starts with people. Attracting young talent, developing new skills and creating more dynamic career paths are essential steps in making public institutions more effective and responsive to the needs of citizens and businesses.

Within this framework, leadership and merit emerged as decisive factors. Alongside technical expertise, public sector managers are increasingly expected to focus on people management and organisational development: leading teams, recognising individual contributions and supporting organisational change. This explains the growing attention being paid to career development systems capable of recognising responsibility, performance and leadership.

 

The conversation also addressed the issue of training. In a context shaped by rapid technological change, continuous learning has become an essential requirement for organisations seeking to evolve over time. This applies not only to specialist expertise but also to managerial capabilities.

Digitalisation and artificial intelligence were identified as key tools for the modernisation of Public Administration. At the same time, their development makes investment in skills and organisational adaptability even more critical.

The final reflections focused on the strategic role of Public Administration in supporting the country’s growth. Innovating, enhancing skills and managing change were identified as some of the key challenges that will shape Italy’s future.
