Challenges and goals for DSS directors
The DISS Network, dedicated to Social and Healthcare District Directors, unites 25 high-level professionals and aims to build a solid community of Directors of Social and Healthcare Districts in Italian healthcare organizations. The community is recognized as a professional family with distinctive prerogatives and cutting-edge executive skills, promoting knowledge sharing, organizational practices and rituals, and discussing relevant and innovative topics connected to the ever-evolving context.
As part of the transformation of community-based care services driven by the National Recovery and Resilience Plan (PNRR) and Ministerial Decree 77/22, the DSS (Social and Healthcare District) is recognized as the primary organizational structure responsible for implementing and managing these innovations. It now plays a strategic role that in the past was often distributed among various institutional players.
DSS Directors are now key figures in designing and executing the reorganization and development of territorial healthcare services, as well as managing innovations foreseen by the PNRR.
These changes require the development and enhancement of key functions and competencies, especially in managing complexity and transformation.
In fact, their role will be defined by challenges such as:
- the heterogeneity of Social and Healthcare Districts (in terms of size and demographic, social, economic, and healthcare characteristics);
- the need to handle broad management and coordination responsibilities;
- the requirement to lead change and manage inter-institutional relationships effectively.

Structure
The Network runs over two years, with a total of 8 sessions (4 per year).
Sessions are held in-person at the SDA Bocconi Campus in Milano and Roma, and are complemented by study tours and site visits.
Each year focuses on a major thematic area.
At the end of the two-year period, a final publication will present the main insights and results.
