The PNRR Lab analyzes productivity dynamics and competitiveness challenges related to the implementation of the National Recovery and Resilience Plan ("PNRR" or "Plan"). This in-depth work is developed through economic and statistical processing, the results of which will be made public through specific communication channels.

Why PNRR Lab
The National Recovery and Resilience Plan is a great opportunity to recover and revive the country's economic and production system. Through the proposed reforms and investments, it is possible to recover Italy's competitive margins and raise the baseline of our growth. In this context, PNRR Lab, in addition to being a monitoring tool for PNRR and related programs, is also a facilitator of private sector participation.
Three actions
Through specific policy proposals, the Lab proposes three key actions:
Implementing the PNRR at all levels
through policies and projects capable of generating growth and value for society as a whole
Renewing Public Administration
to ensure the effective implementation of the PNRR and structurally support long-term economic and social development
Changing the approach of public-private collaboration
enhancing the role of domestic and international enterprises, institutions and economic operators
Goals
Assessing the potential impacts of PNRR reforms and investments.
This process will be accomplished through the management of a database of useful indicators to create specific focuses, such as the M&M PNRR Radar and the Value for Society Barometer.
Developing and updating assessment models on the economic, social and environmental impact of interventions.
The analytical tools used will help us monitor the progress of the Plan and feed into policy recommendations with a view to reorienting the actions of decision makers at all institutional levels. This process will be accomplished through the management of a database of useful indicators to create specific focuses, such as the M&M PNRR Radar and the Value for Society Barometer.
Monitoring the implementation stages of the PNRR in its three strategic axes: digitization, sustainability and Southern Italy.
The monitoring also covers some key areas such as public administration, urban regeneration, education, innovation, infrastructure, and healthcare.
Offering a benchmark between implementation methods in Italy compared to some European countries (including Germany, France and Spain).
Mapping the implementation mechanisms in the identified areas at the national, regional and local levels.
Reconstructing the structure of the investment process and consistency with the timing of spending, and making proposals, where necessary, on how to improve the implementation process.
Fostering public-private collaboration useful for generating economic, financial and social value, to multiply the effects of public resources and their ability to mobilize private capital.
Modernizing Public Administration, to improve its quality and speed of action, in line with the new role played in the PNRR.
Activities
The activities will last at least three years, from 2022 to 2024, with the aim of continuing until 2026, when the Next Generation EU and thus the PNRR ends. The Lab's activities may continue beyond this deadline, both in the case of renewal of the instrument and impact analyses.
PNRR Lab will produce the following outputs:
- General report, annually, on the implementation of the PNRR and the potential impact of investments and reforms, including a methodological part with periodic updates
- Specific analyses on major projects and legislative measures that are part of the PNRR and periodic sectoral reports on the implementation of the PNRR
- Proposals on PNRR implementation involving economic actors through partnerships, blended funds and other public-private collaboration mechanisms
- Analyses and proposals for the improvement of Public Administration
- Annual events to present the overall report in the presence of policy makers and key stakeholders
- Specific events dedicated to sectoral reports;
- Closed-door workshops dedicated to supporters of the PNRR Lab
Recipients and target
The PNRR Lab's activities are aimed first at all stakeholders of the National Recovery and Resilience Plan, both public (central and local governments) and private, starting with the initiative's member partners. More generally, the goal of the PNRR Lab is to dialogue not only with those involved in implementing and monitoring the PNRR, but also with those involved in analyzing the economic, environmental and social impact of the Plan's reforms and investments, both at the national and European level.
