Osservatorio Finanza Agevolata

The Osservatorio Finanza Agevolata (Subsidized Finance Monitor) aims to be a space for reflection, capable of understanding the world of subsidized finance, assessing its scope and core characteristics, and examining its benefits and impacts. 

The Monitor’s goal is to monitor the dynamics of the subsidized finance landscape, trends related to funded areas, and the concrete effects linked to the use of these instruments.

Mission

The Monitor was created with the aim of understanding a world that currently appears highly fragmented in terms of objectives, technical structures, target beneficiaries, and impacts. 

To date, there is no systemic and structured analysis that helps clarify the scale and characteristics of subsidized finance instruments, despite the undeniable impact that these tools, at least potentially, have on the real economy. Through its research activity, the Monitor seeks to overcome this gap.

Participants

Through a three-year analysis, the Osservatorio Finanza Agevolata pursues the following objectives:
 

  • To understand the characteristics and evolution of subsidized financing in terms of financing typologies, funding purposes, and access conditions; 
  • To identify, through survey-based research and analyses of corporate case studies, the potential short-term and medium- to long-term benefits associated with the use of subsidized finance instruments; 
  • To analyze the strengths and limitations of the processes through which subsidized financing is allocated to companies.

Direction

Activities

Through its systematic research activity, the Monitor produces an annual “Subsidized Finance Report” aimed at identifying the most significant trends in this field through an articulated analysis of numerous local, national, and European funding schemes. These trends are examined in terms of funded amounts (although it is impossible to analyze the entire sector), financing characteristics (understood in a broad sense), and the objectives pursued by issuing bodies in terms of the impacts sought through funding. In its trend analysis, the Monitor is currently in its second year of activity.


Alongside quantitative analysis, the Monitor conducts studies on specific corporate cases, particularly those involving small and medium-sized enterprises. The purpose of this analysis is to understand difficulties in accessing financing, virtuous processes for acquiring funding, and the “real” impacts associated with its use. Through this second research stream, the Monitor seeks to identify best practices that may be useful for companies engaging with this field.

Output

The Monitor produces an annual research report. The third report will be available in June 2026. In addition, successful corporate case studies are systematically analyzed with the aim of identifying best practices related to the acquisition and effective use of the various forms of subsidized finance.
