An executive education initiative funded by the Department of Public Administration in Italy under the National Recovery and Resilience Plan (PNRR), Mission 1 – Component 1, Investment 2.2, Sub-investment 2.2.5. 

The program is designed as a digital library offering training content and materials specifically developed for members of the National Register of OIVs (Independent Evaluation Bodies), with a focus on assessing and measuring individual performance within public sector organizations.

What you will find in the digital library

  • A structured and logical organization of content across three progressive levels: 
    1. Domains (“library shelves”) – broad thematic areas aligned with the main responsibilities of OIVs in evaluating individual performance.
    2. Topics (“books”) – specific learning units within each domain, focusing on key subjects and competencies. 
    3. Sessions (“chapters”) – individual asynchronous video lessons exploring targeted aspects within each topic.
  • A variety of learning formats (video lectures, tests, and supplementary materials) to sustain engagement and accommodate diverse learning styles.
  • A personalized learning experience, including two proficiency levels (basic and advanced) and an initial profiling assessment for each participant. 
  • Flexible access through predominantly asynchronous delivery, allowing participants to learn at their own pace, from any location, and according to their professional commitments.

 

Target audience

The program is intended for professionals enrolled in the National Register of OIVs, aiming to strengthen their capabilities to enhance systems for measuring and evaluating individual performance—contributing to a more effective and results-oriented Public Administration

The digital library is organized into six domains, reflecting the core responsibilities of OIVs in individual performance evaluation systems:

Admission requirements and enrollment

The only requirement for participation is registration in the National Register of OIVs. 

Upon enrollment, participant data will be shared with the Department of Public Administration, as the data controller, in accordance with Article 15 (page 14) of the governing agreement. 

Access to the course will be provided through Bocconi University’s Blackboard platform, where all training materials will be available.

Before receiving your login credentials (username and password), confirmation of your registration in the National Register of OIVs must be issued by the Department of Public Administration. 

The first three modules will be released in November 2025, and the remaining three will be available from January 2026. Participation in the course requires active registration in the National Register of OIVs.

Note: Upon completion of the program, the Department of Public Administration will grant training credits valid for renewing registration in the National OIV Register, in accordance with the provisions of Ministerial Decree of 6 August 2020 and subsequent amendments.
