Management development programme for local authorities
General Management programmes for the development of officers and/or directors involved in a process of growth of their own managerial role. The Programme has a variable duration (from 10 to 20 days) according to the client's needs and is delivered in modules, some through distance-learning. For a total duration of 20 days the Attestato di Corso di Perfezionamento dell’Università Bocconi is issued after evaluation of the results achieved, (CO.PERF.EL.- Corso di Perfezionamento per Dirigere l’Ente Locale) pursuant to Art.16 D.P.R. no.162.
Education acquired during the CO.PERF.EL. may be integrated with an Executive Master in Management degli Enti Locali (EMMEL), a biannual training course (with Coperfel as its first module), including classroom activities, projects in the field and distance learning. The course concludes with the award of the Executive Master in Management degli Enti Locali (EMMEL). The goal of the Executive Master is to furnish theoretical and practical understanding in the field of management applied to the various parts of the public sector, designing education courses customised on the basis of personal development requirements.
Management workshop for local authority “politicians and officers”
General management programme specifically for local authority councils and/or executive bodies that aim to invest in a modern interpretation of their role.
The proposal is structured in a series of Meetings (the number varies according to needs) organised on the body's premises in the form of workshops, with a high degree of interaction, guest speakers, comparison of experiences, analysis of case studies, on cutting-edge management issues and examined from the point of view of politicians and officers. The chief competencies proposed are those to:
- diagnose and analyse the many dimensions of local needs;
- carry out constant direction, control and monitoring activities;
- evaluate the results of the organisation and the social impact of policies;
- understand how to promote and manage a multitude of functional relations from a perspective of governance;
- choose the form of service management;
- draft the budget and financing choices;
- understand how to plan and run a co-ordination meeting;
- understand how to plan and run negotiations.
The contents are customised according to the body's operational situation and priorities.
The programme may be organized through modules and ad hoc sessions for advisors or councillors and is useful for developing a culture that functions in activating the political programme.
